Mandate & Background

Establishment

The Road Fund Administration (RFA) was established on 1 April 2000. Its establishment was part of Namibia’s road sector reforms introduced during the 1990s to modernise the financing and management of road infrastructure.

Before these reforms, road infrastructure was funded mainly through general taxation, with priorities determined through government budget allocations. As the road network expanded and demand for reliable infrastructure increased, the need for a more sustainable and transparent funding model emerged.

The reforms created dedicated institutions within the sector: the Roads Authority (RA) to manage the national road network, and the RFA to establish and manage the Road User Charging System (RUCS) and administer the Road Fund. As a result, road users now contribute directly to the funding, maintenance, and rehabilitation of Namibia’s road network.

Legislative Mandate

The Road Fund Administration operates in terms of the Road Fund Administration Act, 1999 (Act No. 18 of 1999). 
The Act mandates the organisation to manage the Road User Charging System and administer the Road Fund to secure and allocate sufficient funding for Namibia’s road sector.

In fulfilling this mandate, the RFA performs the following key functions:

Role in the Road Sector

The Road Fund Administration (RFA) plays a central role in ensuring the sustainability of Namibia’s road transport system. By managing the Road User Charging System and administering the Road Fund, the RFA ensures that sufficient financial resources are available for the maintenance and rehabilitation of the national road network.

As a public entity under the Ministry of Finance, the RFA collaborates with key stakeholders across the road sector, including the Ministry of Works and Transport, the Roads Authority (RA), and other approved authorities responsible for implementing road infrastructure projects.

Through this coordinated approach, the RFA helps maintain a reliable and safe road network that supports economic growth, trade, tourism, and the movement of people and goods throughout Namibia.
