Fund Allocation Framework
The RFA ensures that Road Fund resources are allocated efficiently and transparently to support a safe, reliable, and well-managed road sector. Funding is primarily directed to Approved Authorities (AAs) for projects and programmes that sustain Namibia’s transport infrastructure.
Budget submissions from the Roads Authority (RA) and other AAs are assessed for compliance with the RFA Act and with accepted technical, transportation, economic, and financial standards.

Road Fund revenue is generated through road user charges, ensuring that road users contribute directly to the upkeep and development of the road network.

Allocation to Approved Authorities
The RFA oversees the allocation and distribution of funds to the RA and Approved Authorities. The RFA annually reviews and approves budgets submitted by Approved Authorities to ensure focused investment in road infrastructure, safety, and sustainable network management.
